Addendum §1 (controlling): Phase 4 authority lookup uses exact citation or provider-stable external ID
onlyREAD-P3. The earlier blueprint’s broad “natural-language authority search”
is deferredDEFER — it needs a separate search design. Currentness, version
and warnings are shown before attach. Attaching creates a claim_support and runs server-side
eligibility API-NEW.

Not in the 4A first slice. Attaching authority by exact citation / provider ID, eligibility checks and
provider-failure UX are Phase 4B. In 4A a cell simply shows authority_not_checked; this screen
previews how attach will work. Broad natural-language authority search is deferred.
Eligibility after attach. If the server rejects the attachment (e.g. wrong_source_type_for_claim),
the inspector explains why and the authority is not silently dropped. Lookups can also return
rate_limited / provider_unavailable / not_found / not_permitted
— each has its own quiet, honest message.
