2.3 · Three-zone matter workbench Phase 4A

Replaces the tabbed matter-workspace.tsx API-NEW. Left rail = persistent tree (no tabs). Centre is a switch (Grid ⇄ Document), not two panes by default. The inspector is empty until a cell is selected. Three zones is the ceiling — never a fourth primary panel.

Notes. A skeleton row shows while a cell regenerates — the grid is never blocked by slow authority/extraction work (addendum §8 wide-grid mechanics). The matter bar stays pinned so the stale count and the client-ready gate are always reachable.
